UNITED NATIONS, March 19 -- Secretary General Kofi Annan on Monday will propose establishing new rules for the use of military force, adopting a tough anti-terrorism treaty that would punish suicide bombers, and overhauling the United Nation's discredited human rights commission, according to a confidential draft of a report on U.N. reform.
I hate to challenge the programs moving forward over there but... How, praytell, does one punish a suicide bomber?

Maybe they’ll dig them up and put them in front of a firing squad? Or spread their ashed in a pig pen? Don’t they have something against pork?
In Israel they demolish the homes of suicide bombers, and their family’s homes. I doubt it would be this drastic, though.
